You can choose to allow partial or not. There is an account default that is set at https://app.shiphero.com/dashboard/settings, labelled 'Default allow partial.'

And the setting can be overwritten per order, it’s a flag called Allow Partial.

If allow partial is off an order will not appear on the picking and packing apps unless all items are available.

If allow partial is on, the available items will appear on the picking and packing apps. When the other items come back in stock, they will show up on the picking and packing apps to ship.
